The 46-year-old has been charged with kidnapping, theft of motor vehicle, commit indictable offence whilst on bail and unlicensed driving.
The Frankston man has been remanded to appear before Melbourne Magistrates’ Court today.
The charges follow the reported theft of a 2013 Toyota Rav4, which contained an 11-month-old baby boy, from Putt Grove on Tuesday 1 March about 2.10pm.
