THE construction of a 15 storey apartment building has been proposed for 8 Davey Street in Frankston.
The 15-storey proposal includes 142 dwellings, 83 residential hotel rooms, a conference centre, and a food and drink premises. The plans include an eastern tower standing 48.23 metres tall and a western tower with a maximum height of 50.47 metres.
Plans to redevelop the site have been in the works for years. In 2021, the derelict building which sits on the 8 Davey Street site went up in flames. (“Demolition-bound building up in flames” The Times 13/12/2021)
Frankston Council will consider that latest proposal at its 26 October meeting, shortly after publication deadline.
Frankston Council officers have recommended granting a permit for the redevelopment. They wrote in their report that “the proposal will facilitate the widening and extension of Bay Lane from the Nepean Highway intersection to the eastern end of the subject site and includes the gifting of land on the subject site to upgrade the existing one-way road to accommodate two-way traffic movement. The proposed widening and extension of the lane is expected to improve local traffic circulation, accessibility and network efficiency.”
“The application was advertised and 38 objections were received. Key grounds of objections included excessive building height, limited setbacks, overshadowing, overlooking, traffic, lack of car parking, acoustic treatments and impact upon the heritage character and the environment,” council officers wrote. “In response to concerns expressed by officers regarding the impact of the building on the public realm, the applicant has supplied two sets of amended plans identifying a reduction in building height and overshadowing, increased setbacks and changes to the architectural design of the building.”
Council officers concluded that they “consider the amended proposal to have a number of positive characteristics, and that the building would, subject to conditions make a positive contribution to the revitalisation of the activity centre.”
