Six warrants have been issued for the arrest of the 50-year-old in relation to driving while suspended and other traffic offences.
Castellan is described as being perceived to be of Caucasian appearance, 160cm tall with grey hair and a medium build.
He is known to frequent the Cranbourne, Frankston and Dandenong areas.
Investigators have released an image of Castellan in the hope that someone may have some information on his current whereabouts.
