KINGSTON Council is appealing the state government’s controversial approval of a plan to redevelop the Kingswood Golf Course in Dingley Village.
Site owner Satterley has proposed to build 941 residential lots on the former golf course. Planning minister Sonya Kilkenny approved the project last month. (“Golf course site redevelopment gets green light” The News 10/11/2025)
Kingston Council confirmed last week that it had lodged an application for review of a decision with the Victorian Civil and Administrative Tribunal. Kingston mayor Georgina Oxley said the application for a review “is intended to secure the best possible outcomes for our community — to make sure this development is sustainable and supported by the right infrastructure.”
“We understand the land has been rezoned but this is a once-in-a-generation redevelopment that will permanently change the fabric of Dingley Village,” Cr Oxley said. “While some refinements have been made, many of council’s key concerns remain unresolved.
“Council and the community have invested years in trying to get this right. We’ve put forward our submission in good faith to the state government and the developer to achieve a balanced outcome, but there are still fundamental issues that need to be addressed. With so much at stake, we owe it to our community to make sure local planning and infrastructure needs are not forgotten.
“Our goal has always been clear — any development on this site must deliver lasting benefits for local residents and protect the character and liveability of Dingley Village. This review is about making sure the plan delivers on that promise.”
Council was informed that its planning authority over the site had been removed in April, and later made a submission to the state government detailing serious concerns about the proposal.
If VCAT opts to proceed with a review, it can ultimately affirm the original decision, vary the decision, set aside the decision and substitute its own, set aside the decision, or send back the matter for reconsideration. It can also invite the decision-maker to reconsider their decision at any time during the case.
