Police are currently searching for and appealing for public assistance to help locate missing Frankston man Justin. The 36-year-old man left an address in Shaftesbury Street in Frankston about 7.30pm on 23 July. His family and police have concerns for his welfare due to his disappearance being completely out of character. Justin is described as Caucasian in appearance, about 183cm tall, with dark brown dreadlocks and black facial hair. He was last seen wearing an orange fluro-coloured jacket and navy cargo pants. FRANKSTON mayor Nathan Conroy has written to the state government to criticise its cap on council rates just three days after publicly calling for council officers to investigate a rate freeze.Frankston Council made a submission to the state government’s inquiry into local government funding and services on 27 June.
