Investigators have been told a girl was walking along Bourke Street on her way to school on 1 June when a man in a red sedan pulled up beside her about 8.35am.
The man, who was wearing a grey hooded jumper, wound down the window and told the girl he was a friend of her mother’s and to get into the car.
The girl did not recognise the man and instead ran across the road to a park.
The man performed a U-turn but did not get out of the car.
On the second occasion on 2 June, another girl was walking to school when a vehicle, believed to be the same red sedan, pulled up beside her in Flinders Street about 8.15am.
The girl crossed the road but the driver turned the vehicle back around and pulled into a driveway in front of her.
The girl then walked around the car and continued walking down the street, where another man, not believed to be known to the first man, got out of a car.
The driver of the first car did not follow and the girl continued on her way to school.
On the third occasion, which took place about 8.15am on 5 June, a 13-year-old girl reported to her school that a man had followed her from Blackwood Avenue and along Acacia Avenue, Lower Dandenong Road and Ivy Street.
On this occasion, the man followed from a distance, only stopping once the girl joined her friends.
He was earlier seen getting out of a vehicle parked on Blackwood Avenue and was wearing a black hooded jumper and jeans.
Police have released a facial composite of a man who they believe may be able to assist with their enquiries.
The man has been described as Caucasian and of average height with a slim or broad build, dark brown/red hair, a beard and aged between 30 and 40 years.
The car has been described as a red sedan with dark tinted windows.
